Technical and Program Oversight Executive - Hybrid
Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time Technical and Program Oversight Executive to join our construction management team. This position will be involved in different aspects of a federal construction project related to complex rail, transit, and other transportation projects in NY.
The ideal candidate has a Bachelor's Degree from an accredited college related to architecture, construction, or engineering, as well as at least 6 years of experience with managing technical and program systems in a construction setting..
This position will be full-time, Hybrid (1 day in-office, 4 days remotely) in New York City, New York.
JOB RESPONSIBILITIES include, but are not limited to, the following:
- Oversee the work responsibilities relating to the Communication Based Train Control ("CBTC") Signal Modernization Program of the New York City Transit ("NYCT") Subway
- Ensure technical CBTC leadership consistent with the Technology Strategy outlined by the Signals and Train Control Business Unit (“S&TC BU”) and with the medium-term and long-term plans for the Agency.
- Assist the Senior Vice President of the S&TC BU to define and implement overall technical strategic planning.
- Lead specific technical strategic planning for the following: Interoperable Interface Specification (“I2S”) updates including system level specifications, radio and communication network deployment, carborne systems including train positioning system, Automatic Train Supervision, Reliability Availability Maintainability deployment means and methods.
- Lead the specific technical resources allocated to the S&TC to resolve specific tasks in relation with the technical strategy.
- Work closely with Vital Systems Integrity to ensure that the overall and specific technical strategic plannings are in line with the CBTC safety certification strategy.
- Ensure that the overall and specific technical strategic plannings fit with the Signal Modernization Program Plan for the NYCT lines: number lines (A-Division) and letter lines (B-Division).
- Assist the Senior Vice President of S&TC BU to review, develop and adjust strategies to fulfill the short-and long-term goals for the Signal Modernization Program.
- Participate in the technical oversight of work across the ongoing signal modernization projects.
- Develop and maintain productive and transparent relationships with all relevant stakeholders, ensuring effective communication on project status and timely resolution.
- Maintain relationships and work collaboratively with stakeholders at all internal levels within the organization.
- Work collaboratively with C&D Development, C&D Contracts, and NYCT.
- Possess strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).
- Support the negotiation and implementation of key contracts and change orders.
- Participate in development and management of relationships with key stakeholders to ensure a successful program.
- Perform other duties as assigned.
