Procurement Manager - Railway and Transit Construction - Hybrid
Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time Procurement Manager with civil experience relating to railways/transit in the New York City, NY & Newark, NJ area.
The ideal candidate has 5 years of experience in the procurement of government contracts in a construction setting, as well as a Bachelor's Degree from an accredited college or university with a major in business administration, Supply Chain Management, or a related field.
If selected, candidates will need to provide digital proof of licensure and certification for all U.S.-based accolades, including academic degree, before time of interview. This is a full-time, Hybrid position in New York, NY.
JOB RESPONSIBILITIES include, but are not limited to, the following:
Identify and pre-qualify suppliers and subcontractors that meet project requirements
Conduct background checks and evaluate suppliers based on cost, quality, reliability, and compliance with regulatory standards
Assist in the preparation, issuance, and tracking of purchase orders for materials, equipment, and services
Coordinate with the procurement team to ensure all orders are accurate and delivered on time to meet project deadlines
Maintain up-to-date records of procurement documents, including contracts, purchase orders, and amendments
Ensure all documentation complies with project requirements, regulatory guidelines, and audit standards
Act as a point of contact for suppliers regarding order status, delivery schedules, and any procurement-related issues
Resolve logistical and scheduling conflicts by coordinating with suppliers and project teams
Assist with budget tracking, ensuring procurement activities align with project budget allocations.
Performs other responsibilities associated with this position as may be appropriate.

- Bachelor’s Degree in business administration, Supply Chain Management, or related required, advanced degree is a plus.
- Minimum of 10 years of experience in performing business management responsibilities in a construction setting.
- Minimum of 3 years of experience in the procurement of government contracts and handling of capital change orders within the public sector.
- Proficiency in Microsoft Office and procurement software.
- Prior experience with rail, tunnel, structural, station, or soil construction is preferred.
- Ability to pass a TWIC and/or SWAC Background Check at High Level.
- Strong written and verbal communication skills.
