Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time Construction Permitting Compliance Manager for a federal construction project related to complex rail, transit, and other transportation projects in NY & NJ.
The ideal candidate has 10 years of fulltime experience in handling the permitting of rail and transit projects in the NJ and NYC area, as well as a Bachelor's Degree from an accredited college or university with a major in construction, engineering, environmental science, or a related field.
This position will be full-time, on-site. Candidates are expected to live in or near the New York metropolitan area.
Roles and Responsibilities- Ensure proper permitting and compliance is adhered to across all phases of large-scale civil construction projects.
- Interact with various government agencies, such as USACE, NYSDEC, and NJDEP, to ensure permitting procedure is being administrated properly in a timely fashion.
- Oversee the Permitting Commitment Tracking Program..
- Review construction design drawings, ensure compliance with Permitting conditions.
- Collaborate with department and on-site staff to identify permitting impacts of project changes and the need for a permit modifications or new permit applications.
- Manage and direct the work of a multi-disciplinary team of subject matter experts conducting field work, studies, and technical analysis for impact assessment.
- Participate in update meetings to relay and address any issues in permitting implementation and compliance.
- Prioritize conflicting needs; handle matters expeditiously; and follow through on projects to successful completion.
- Other related duties and tasks as required
Qualifications
- Bachelor’s Degree in construction, engineering, or related field required, advanced degree is a plus.
- Must have at least 10 years of experience in handling permits in a construction setting, experience in rail and transit projects in the NJ and NYC area strongly preferred.
- Experience with USACE permits
- Experience with NJDEP and/or NYSDEC permits
- Prior experience with rail, tunnel, structural, station, or soil, is preferred
- Tunnel experience a plus.
- Ability to pass a TWIC and/or SWAC Background Check at High Level
- Strong written and verbal communication skills
