On-Board Communication Manager - Hybrid
Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time On-Board Communication Manager to join our construction management team. This position will be involved in different aspects of a federal construction project related to complex rail, transit, and other transportation projects in NY.
The ideal candidate has a Bachelor's Degree from an accredited college related to architecture, construction, or engineering, as well as at least 6 years of experience with managing systems and communications in a construction setting.
This position will be full-time, Hybrid (1 day in-office, 4 days remotely) in New York City, New York.
JOB RESPONSIBILITIES include, but are not limited to, the following:
- Provide change agent and strategic/creative/innovative services.
- Align business goals with solutions necessary to drive process improvements.
- Plan, supervise and coordinate the implementation of CBTC on-board revenue and non-revenue trains.
- Facilitate and support the overall Signal Modernization Program Plan and the related technical strategy.
- Coordinate with the respective entities responsible for safety certification.
- Access the needs of the MTA internal operational units to an ensure that solutions improve the operations and maintenance of the system.
- Work with third party CBTC suppliers to identify the optimum system solutions/approached while preserving safety and maintaining an open and fair market.
- Assist with preparing specifications.
- Support on-going CBTC projects in procurement or in construction.
- Ensure that CBTC on-board availability and maintainability objectives are reached.
- Provide active support to projects to address on-board related matters.
- Oversee development and presentation of recommendations for future evolutions or for the resolution of specific problems.
- Develop recommendations for investment in new products and business solutions, supported by appropriate ROI, the total cost of ownership, and cost-benefit analyses.
- Assist with adopting innovative methods, processes, and standards to expedite effective project delivery throughout the project, mitigating risks and maximizing delivery performance and outcomes.
- Develop and maintain productive and transparent relationships with all relevant internal and external stakeholders, ensuring effective communication on project status and timely resolution.
- Work collaboratively with C&D Development, C&D Contracts, and other Agencies, as necessary.
- Oversee the preparation of key performance indicator reports to track progress and identify issues.
- Prepare and conduct presentations for MTA executives and key personnel.
- Deliver positive results, ensure organizational effectiveness, and facilitate continuous improvement for the CBTC system.

- Perform other related duties as assigned.
