Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time Document Control Specialist in all disciplines for a federal construction project related to complex rail, transit, and other transportation projects in NY & NJ.

The ideal candidate has at least 2 years of experience working with railway and transit construction projects, as well as a Bachelor's degree in a field relating to Construction, Architecture, or Engineering.

If selected, candidates will need to provide digital proof of licensure and certification for all U.S.-based accolades, including academic degree, before time of interview. Information provided is handled with discretion and will be used purely for benefit of employment with various government agency clients and associated background checks.

This position will be full-time, Hybrid. Candidates are expected to live in or near the New York City Metropolitan area.

JOB RESPONSIBILITIES include, but are not limited to, the following:

  • Perform workforce analysis review and identify areas implementation is needed in accordance with regulations.
  • Desk audit review of certified payroll and prevailing wage interview documentation, ensuring Davis Bacon requirements are met.
  • Ensure each apprentice is registered with USDOL.
  • Ensure worker’s prevailing wage rate is paid in accordance with the prevailing wage schedule for that state.
  • Coordinate with DBE and EEO staff to provide data needed from certified payroll, when applicable.
  • Track all issues for review with Contractor at the monthly Civil Rights meeting.
  • Maintain ongoing Pending Issues Log.
  • Provide monthly report of statistics and any discrepancies or Non-Compliance with corrective actions, for resolution.
  • Ensure data abides by FTA, NYSDOL / NJDOL, and Office of Federal Contract Compliance Programs.
  • Attend various meetings, when applicable.
  • Other related duties and tasks as required.

QUALIFICATIONS include, but are not limited to, the following:

  • Bachelor's degree in construction, engineer, architecture or in a related field highly preferred.
  • 2 or more years industry working experience in areas of project controls, project administration, document management, payroll, or construction finance.
  • Familiarity with payroll systems preferred.
  • Ability to pass a TWIC and/or SWAC Background Check at High Level.
  • Strong written and verbal communication skills.
  • Must be authorized to work in the United States.
  • Must be fluent in English (both written and spoken).
