Project Manager / Project Officer
Armand Corporation is an award-winning M/WBE Construction Management firm with over 34 years of industry experience. We are currently seeking a full-time Project Manager / Project Officer to provide operational and administrative support to the Director of Operations & Small Business Unit Studio.

This position will be full-time, On-site in New York, NY.
JOB RESPONSIBILITIES include, but are not limited to, the following:
- Supports the Director in day-to-day operational oversight of the Architecture & Engineering Operations & Small Business Unit Studio.
- Maintains different Architecture & Engineering program status tracking.
- Assists in the assignment of MWBE consultant tasks and the monitoring of workload distribution.
- Assists in coordinating activities between different SCA departments.
- Reviews and track contract modifications, supplemental agreements, and payment requests in RCMS.
- Prepares and assists in issuing meeting agendas, meeting minutes, and communications with internal and external stakeholders.
- Prepares and assists in issuing directive memos generated by the Studio Director.
- Assists in tracking and reporting MWBE Consultants’ participation and compliance.
- Assists with development and monitoring of MWBE consultants’ workload, goals and objectives.
- Assists with monitoring MWBE consultants’ performance evaluation reports.
- Assists the Studio Director in overseeing the performance of all in-house design-related activities, from development through completion.
- Prepares executive summaries, weekly briefs, metrics charts, and activity reports for leadership.
- Provides logistical and administrative support during meetings.
- Facilitate communication between MWBE firms and SCA internal departments.
- Monitors risk areas, report them to the Studio Director, and recommend corrective actions.
- Identifies operational challenges and recommend process improvements and risk mitigation strategies to the Studio Director.
- Assists in establishing operational workflow, templates, standardized process documentation, and reporting systems.
- Performs other related tasks.
Education:
- Bachelor’s degree in Engineering/Architecture/Construction Management/Business Administration, or related field.
Required Qualifications:
- Minimum 3 years of relevant experience in project management and 5 years in Architectural Design and operational support.
- Familiarity with SCA policies, capital planning, design management, procurement standards, and contract structures is a PLUS.
- Experience with consultant relations, vendor coordination, and public-sector workflows.
- Strong organizational, analytical, and multitasking skills with attention to detail.
- Excellent written and verbal communication abilities.
- Proficiency with MS Office (Excel, Word, Project), and reporting tools such as Microsoft Project or equivalent.
- Ability to collaborate with internal departments and external consultants.
