Performance and Impementation Manager - Hybrid
Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time Manager for Performance and Implementation to join our construction management team. This position will be involved in different aspects of a federal construction project related to complex rail, transit, and other transportation projects in NY.
The ideal candidate has a Bachelor's Degree from an accredited college related to architecture, construction, or engineering, as well as at least 6 years of experience with managing performance systems and communications in a construction setting.
This position will be full-time, Hybrid (1 day in-office, 4 days remotely) in New York City, New York.
JOB RESPONSIBILITIES include, but are not limited to, the following:
- Ensure coherent planning of CBTC projects from long-term plans for the Agency, to medium term plans (Capital Programs), to the short-term plans (specific lines –day-to-day delivery responsibility precluded).
- Build a Signal Modernization Program Plan for the NYCT lines: number lines (ADivision) and letter lines (B-Division).
- Assist the S&TC BU, the C&D Planning Department and other Agency units to integrate and/or identify interfaces between the Signal Modernization Program plan and other construction, systems and rolling stock enhancements/procurement plans.
- Assist the Senior Vice President of S&TC BU to review, develop and adjust strategies to fulfill the short-and long-term goals for the Signal Modernization Program.
- Develop an organizational model for the Signal Modernization Program to ensure the Agency’s capability to maximize delivery performance and program outcomes/benefits.
- Support project controls in developing methods for oversight and reporting on the ongoing projects ensuring the long-term, medium-term, and short-term planning to be efficient, coherent and in sync with the Agency’s needs.
- Participate in the oversight of project performance across the ongoing signal modernization projects of the S&TC BU.
- Oversee the preparation of key performance indicator reports to track progress and identify issues.
- Assist in incorporating lessons learned from the Agency’s own project portfolio as well as national and international experience in the project planning and modelling of the organization in order to increase the successful delivery performance and outcomes/benefits of the Signal Modernization Program.
- Assist the Senior Vice President of the S&TC BU in building governance ensuring that business processes (including planning and procurements) meet all internal deliverables and commitments and that all functions are executed in compliance with relevant agency standards, policies, and procedures.
- Possess strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).
- Oversee development and presentation of recommendations of feasibility and risks for proposed projects as needed. Assist in building organizational structures that aim to secure alignment between the parties involved in the Signal Modernization Program.
- Participate in, develop, manage, and maintain productive and transparent relationships with all key and relevant stakeholders to ensure effective communication on project status and timely resolution resulting in a successful program.
- Plan and manage projects by aligning business goals with solutions to drive process improvements.
- Work collaboratively with C&D Development, C&D Contracts, and NYCT Assist in supplier management; supporting the negotiation and implementation of key contracts and change orders.
- Prepare and conduct presentations for MTA executives, elected officials, and community groups.
- Perform other duties as assigned.
