Armand Corporation, an award-winning M/WBE Construction Management firm with over 33 years of industry excellence, is seeking a full-time Change Manager - Claims in the New York City area. The ideal candidate has a minimum of 10 years of experience in construction accounting with a focus on processing change orders and holds a Bachelor's Degree in engineering, construction, or a related field from an accredited institution.
If selected, candidates will need to provide digital proof of licensure and certification for all U.S.-based accolades, including academic degree, before time of interview. Information provided is handled with discretion and will be used purely for benefit of employment with various government agency clients and associated background checks.
This position will be full-time, on-site. Candidates are expected to live in or near the New York metropolitan area.
JOB RESPONSIBILITIES include, but are not limited to, the following:
- Oversee the processing of change orders and associated revisions to Design-Build Contract documents; ensure proper maintenance and delivery of change order forms to proper personnel.
- Establish a comprehensive claims governance, validation, and management process, defining clear roles and responsibilities to review, assess, and approve claims, supported by a structured decision-making and governance framework for timely responses.
- Oversee the upkeep of contract change logs, maintain an issues and disputes management register, and implement mitigation plans for disputes/claims.
- Conduct initial evaluations of claims with input relevant stakeholders: including other essential teams to facilitate the claims process.
- Formulate and refine claim response strategies on an ongoing basis to address emerging issues effectively.
- Provide administrative contract support to the senior contract administrator and construction team in ensuring accurate and timely change order production.
- Follow the approved Change Order procedures in identifying, analyzing, clarifying, resolving, negotiating, and processing, including the maintaining of change logs that identify pending changes, probable changes, changes in the change order process, and authorized Change Orders.
- Provide cost and engineering estimating services to review and recommend action regarding Design-Build change requests, value engineering change proposals, claims, and provisional sum work.
- Determine merit, evaluating and estimating level of effort for hours and costs, negotiating with the contractor and writing up Findings of Facts and Records of Negotiation.
- Prepares independent estimates on change proposals and new directives, and recommends an equitable adjustment per contract specifications and requirements.
- Supports quantitative risk analysis and cost forecasting activities and prepares rough order of magnitude estimates where required.
- Other related duties and tasks as required.
QUALIFICATIONS include, but are not limited to, the following:
- Bachelor’s Degree in Construction, Engineering, or a related field required; an advanced degree is a plus.
- Minimum of 10 years of full-time experience in construction accounting with a focus on processing change orders.
- Proven background working with transportation agencies such as MTA, NJT, or similar, demonstrating an ability to navigate agency protocols, foster collaboration, and ensure regulatory compliance..
- Extensive experience in the construction industry managing complex claims, contract modifications, and dispute resolutions, ensuring adherence to industry standards and project specifications.
- Skilled in managing and resolving construction claims for large infrastructure projects, including rail, tunnel, structural, station, or soil-focused work.
- Strong ability to handle civil construction claims effectively, leveraging in-depth knowledge of contractual frameworks and dispute resolution practices.
- Experienced in leading and providing strategic direction, guidance, and support throughout the change management process.
- Proficient in the structured identification, planning, and implementation of initiatives to prepare, support, and guide individuals, teams, and organizations through effective transitions.
- Ability to pass a TWIC and/or SWAC Background Check at a high level.
- Strong written and verbal communication skills with the ability to articulate complex issues clearly and professionally.
