Position Summary

Armand Corporation is seeking an experienced and detail-oriented Contract Compliance Specialist to support a major transportation agency client in Jersey City, New Jersey. Reporting within the Construction Management team, this position will provide contract administration, compliance monitoring, billing review, MWBE compliance, and project documentation support for active construction contracts.

The successful candidate will work closely with prime contractors, subcontractors, project management personnel, and other stakeholders to ensure contractual requirements are properly administered, documented, and monitored. Responsibilities include reviewing contractor payment applications, auditing billing documentation, maintaining contract records, onboarding and monitoring contracts in B2Gnow, preparing MWBE compliance reports, and supporting internal and external audits.

The ideal candidate will possess strong analytical and organizational skills, sound judgment, excellent written and verbal communication abilities, and demonstrated experience working with construction contracts, contractor compliance, and project documentation in a public-sector or regulated environment.

Key Responsibilities

Contract Administration & Billing

  • Review contract documents and maintain working knowledge of contractual requirements, procedures, and deliverables.
  • Prepare and/or review contractor payment applications and supporting documentation.
  • Perform desk audits of contractor billings to verify accuracy, completeness, and compliance with contractual requirements.
  • Monitor active contracts and maintain accurate contract status information.
  • Prepare monthly contract and compliance reports.
  • Identify discrepancies or deficiencies in contractor documentation and coordinate appropriate follow-up and resolution.

Contractor & Subcontractor Compliance

  • Build and maintain effective working relationships with prime contractors and subcontractors to facilitate timely deliverables and address compliance matters.
  • Monitor contractor and subcontractor performance against applicable contractual and compliance requirements.
  • Follow up with contractors regarding outstanding documentation, discrepancies, corrective actions, and other compliance matters.
  • Support internal and external contract audits and provide requested documentation.

MWBE & B2Gnow Administration

  • Establish newly awarded contracts in B2Gnow, including contract configuration, contractor onboarding, document uploads, and system validation.
  • Maintain accurate contract, contractor, and subcontractor information within B2Gnow and other applicable systems.
  • Prepare MWBE compliance reports for bid reviews, procurement activities, management reporting, and audit readiness.
  • Monitor minority- and women-owned business participation requirements and supporting documentation.
  • Review applicable contractor certification information and assist with identifying or resolving compliance discrepancies.

Project Documentation & Coordination

  • Prepare project meeting minutes, correspondence, reports, logs, and other project documentation.
  • Schedule and coordinate meetings, inspections, appointments, and follow-up activities.
  • Maintain databases, contract records, electronic files, and document-management systems.
  • Coordinate with construction management personnel and project stakeholders to support efficient contract administration and project delivery.

Minimum Qualifications

  • Associate's degree in Business, Construction Management, Engineering, Accounting, or a related discipline required; Bachelor's degree preferred.
  • Experience in contract administration, contract compliance, construction administration, procurement compliance, or a related function.
  • Experience reviewing contractor invoices, payment applications, billing documentation, or similar financial/contract records.
  • Strong proficiency with Microsoft Excel, Word, Outlook, and PowerPoint.
  • Excellent written and verbal communication skills.
  • Strong organizational, analytical, and documentation skills.
  • Ability to independently review detailed information, identify discrepancies, exercise sound judgment, and follow issues through resolution.
  • Valid driver's license.
  • Ability to successfully complete required background screening.

Preferred Qualifications

  • Experience with B2Gnow or a comparable contract/compliance management system.
  • Experience with MWBE/DBE/SBE compliance or other supplier-diversity programs.
  • Experience supporting construction or infrastructure contracts.
  • Experience with public agencies, government contracts, or publicly funded construction projects.
  • Experience reviewing payment applications or conducting contractor billing audits.
  • Familiarity with contract compliance audits and audit documentation.
  • Familiarity with Expedition or similar construction/project-management systems.
